Then the funding block: up to six sources, totalled, with the gap between the first-year cost and what has been raised stated as its own line. That gap reads the estimated column rather than the actual one. It has to: a plan with estimates entered and nothing spent yet would otherwise show no costs at all and a large surplus, which is the opposite of the answer someone is opening the file to get.
